These are all truths, As is the fact. his business practices are shady on a good day. Why is it Winters pays Brim to fly around with my tax dollars on such important missions as rousting homeless people and no one questions it?
The Mail Tribune is in the position to get some answers and not have to deal with the wrath of Winters, and believe me anyone that has had anything to do with Winters knows he is not bashful about using his office to quill any questions.
There is a story here, it would take some investigating to get all the answers, and those answers would surprise everybody. At some level this letter will be read. And I'm willing to bet it will be ignored. My question is still why will no one challenge Winters.

Mercy Flights makes emergency landing
A Mercy Flights helicopter carrying a patient had to make an emergency landing Tuesday afternoon when one of its engines failed en route to the hospital.
No reason was given for the malfunction, which occurred at around 6:40 p.m. The helicopter was transporting a patient who had been diagnosed with chest pain and was possibly in cardiac arrest, Mercy Flights general manager Ken Parsons said.
The crew radioed Medford airport, calling on ground crews to prepare for an emergency landing. Standard protocol for pilots is to switch off an engine when readings suggest possible engine failure, Parsons said.
The helicopter ' its crew comprising one pilot and two crew members ' landed at runway 27 surrounded by several fire engines and ambulances. The patient was transported to a ground ambulance and taken to Rogue Valley Medical Center.
It was the only helicopter available to Mercy Flights on Tuesday. Parsons said the helicopter would be inspected to determine the cause of the engine failure.

Accident victim, crew safe after emergency landing at airport
Fire erupted in the engine of a Mercy Flights helicopter Saturday afternoon, forcing the pilot to make an emergency landing at the Medford airport with an injured passenger on board.
In addition to the passenger - a female teenager injured in a single-vehicle rollover accident on Griffin Lane - a flight nurse and paramedic were also onboard when the emergency landing took place.
Around 5 p.m., Stearns said a call came into the airport that the helicopter - a BO105 with two engines - was making an emergency landing.
"He had some indication that something was going on," Stearns said. "A system had warned him that there was a problem."
A small fire apparently broke out in the aircraft's number one engine, according to a statement released by Mercy Flights.
Stearns said initially the pilot noticed smoke. She said flames became visible as the aircraft landed.
In "a matter of seconds," the crew were evacuated and the flames stomped out by airport fire crews. The teenager was transported to Providence Medford Medical Center for treatment by a ground ambulance.
According to Deputy Phil Cicero of the Jackson County Sheriff's Department, the onboard passenger was one of five teens who sustained injuries in a vehicle accident on Griffin Lane which took place around 4 p.m.
Cicero said a 19-year-old local man was driving a 1967 Ford pickup along a downhill, winding stretch of Griffin Lane when the breaks reportedly failed. Two boys and two girls, all 15, were seated in the open cab. The driver and a 15 year old male passenger inside the cab were both wearing seat belts.
"(The driver) tried to brake but couldn't," Cicero said. "He tried to turn into an embankment to slow down and ended up rolling down a steep hill."
The four teenagers in the cab were thrown from the vehicle as the truck rolled several times.
One male teen was impaled in the leg by a stick. The youths in the cab and the passenger were transported to Providence for treatment.
None of the injuries appeared to be serious, Cicero added.
"It doesn't look like there will be any citations," he added. "It looks like a mechanical problem ... they were all very lucky."

Southern Oregon Counties Prepare for Marijuana Season
For the first time, seven Southern Oregon Sheriffs are combining their efforts to fight illegal marijuana grows. Coos, Curry, Douglas, Jackson, Josephine, Klamath, and Lake County Sheriff’s Offices now make up Southern Oregon Multi-Agency Marijuana Eradication and Reclamation or SOMMER.
In 2009, the seven counties pulled more than 55 thousand marijuana plants from 55 different grows. Statewide more than 210 thousand plants were pulled from Oregon forests. According to the DEA, last year’s take in Oregon represented an estimated 451 million dollar loss to drug cartels.

The girls wore their best dresses, the boys their best — suits and ties as music played in the background, the room decorated with — balloons and streamers, a disco ball rotating from above — a perfect setting — for a high school formal.
But the event at the Historic Ashland Armory was a bit — different - instead of boys taking girls on a date, the girls' fathers — had the honor of escorting them to the formal.
The brainchild of two Ashland High School seniors, the — father-daughter formal on Saturday gave girls and their dads a chance — to spend a memorable evening together. More than 50 people attended the — event. While the formal was designed for the entire community, the majority — of those who attended were from the high school.
AHS senior Sarah Cate was quite pleased her dad, Tim Cate, — escorted her to the formal.
"It's good to be with a gentleman," Sarah said. "I think — it's fun to be with your dad."
Tim Cate was quite impressed with the work done to make — the night a reality.
For Cate, it was a good way to spend some quality time — with his daughter.
"It's such a nice thing to have a special evening with — your daughter," he said. "That relationship needs more recognition in — our world. It's a very creative idea."
The formal was a senior project put together by Brittany — Wise and Kari Brumble.
Kari said they hoped the event would be a way for daughters — and their dads - or father figures - to have a nice evening together. — The formal consisted of dinner, dancing and a raffle.
"We're both going off to college and we wanted this time — with our fathers and father figures," she said. "You don't really find — a lot of events you can go to with your parents."
The girls hope another group of seniors will continue — the event next year, perhaps having a mother/son formal, and rotate between — the two formats each year.
Burl Brim of Ashland, Brittany's uncle, was her escort — to the formal.
He was proud of what she and Kari accomplished.
"It was a big task and she saw it through," he said. "I — think it's a neat thing. It's common in the south, but you never hear — of it out here. It's a good thing to do."
Money from the formal will go toward two college scholarships — that will go to seniors who display excellence in community service. The — scholarship will be named after Sue Graham, the volunteer coordinator — at the high school.
"She does so much, so we wanted to give something back — to her," Wise said.
Graham was humbled the girls started a scholarship in — her name and impressed they were able to come up with and coordinate such — an undertaking.
"It's great what they're doing," she said. "I'm impressed — with their commitment and dedication to this event and how they're involving — the community in such a wonderful event."

" Prescott Park’s recent expansion and a neighboring gravel quarry’s plans to more than double the size of its operation have breathed new life into a decades-old land use conflict.
On May 6, as park users and city officials made their way up the hill to celebrate six miles of new park trails, Chanel Palmer showed an 8-by-10 photo of a recent truck crash and distributed fliers that said, “Dump Trucks should not be driving through a City Park!”
Palmer, whose east Medford home borders the 1,700-acre park, said she’s opposed to Roxy Ann Rock’s expansion from 12 acres to 30 acres because she believes that increasing the truck traffic when park user traffic is also on the rise is a dangerous combination.
“It’s not that anyone hates the trucks,” Palmer said. “It’s a matter that the city is using everything they can to increase the use of the parks, and it’s working.”
Palmer showed a crash photo taken about 5:30 p.m. April 28, in which a gravel truck tipped over a steep embankment and fell on its side. She said it illustrates the inherent danger of mixing the two uses on the same road.
Burl Brim, whose excavation company has operated the quarry owned by developers Mike Mahar and Randy Jones since 2004, said that the most recent crash was caused by a driver who drove too close to the edge of the road. Brim said that such accidents are preventable, but added it “happens all over the country.”
Brim was more concerned about an Aug. 25 crash in which a truck carrying 53,000 pounds of gravel tipped over and spilled onto Hillcrest Road, taking out the Roxy Ann Road stop sign and temporarily closing both lanes of the road while crews swept its payload.
At the time of the crash, the driver said that his brakes and transmission failed, forcing him to steer into a field.
“It’s a real hazard, that is the truth,” Brim said. “That can happen anywhere.”
As a regular park user and young father, Nate Johnson of Medford said he’s “definitely discouraged” to walk his infant son in a stroller alongside the truck traffic.
“I don’t want to discourage business, but at the same time it would be cool if they could exist in a way that they’re not bothering each other,” Johnson said.
Brim said his staff considered the idea of a separate roadway about a decade ago, but determined that there’s not quite enough land to create such a route without using a prohibitive amount of parkland.
“We don’t think it’s a viable option,” Brim said.
Jeff Sander, who lives near Prescott Park and uses the park for mountain biking and hiking several times a week, is similarly concerned about the increase in truck traffic he’s seen since he bought his home on Hillcrest Road near the park in 2010.
Prior to buying his home, Sander said he tried to research the quarry, but heard from city and county staff that the gravel pit was nearly exhausted and traffic was limited.
Co-owner Jones expressed such a view in 2004, Mail Tribune archives show.
“Because he and Mahar are developing the land at the lower end of Roxy Ann Road, Jones said they’d like to buy the rock pit and ultimately close it down so there aren’t daily gravel truck trips through their new subdivision,” an April 2004 story says.
Brim said that the plummet in demand during the recession extended the quarry’s life. Even without an expansion, Brim estimates the quarry has about a decade left.
“It all depends on the market,” Brim said. “With the expansion it will be longer.”
The quarry, operational since 1956, brings in truckers from various companies through the park roadways, allowed through an agreement with the city most recently signed in October 2013. Trucks are allowed to use the park road to access the quarry in exchange for roughly $10,000 worth of labor on the park each year.
Similar agreements between the mine operator and the city date back to 1985, archives show, though terms have changed over the years. A 1996 article shows that truck traffic was limited to 24 trips a day in a previous agreement, but the restriction has been lifted since 2004.
Longtime gravel truck opponent Larry Butts, who’s lived near the park since 1987, said he’s had cameras count as many as 60 trucks up and down the hill in a day. Butts said he’d like to see limitations on traffic again.
“All we’re asking for is reasonable restrictions,” Butts said.
“Larry Butts has been unhappy with rock pits since the day I took it over,” Brim said. “We try to do a real good job.”
Brim said that as the agreement holder, he ensures drivers adhere to road-use terms, such as maintaining a 25 mph speed limit and using the roadways only between 7 a.m. to 5 p.m. weekdays. Drivers who don’t comply risk losing their relationship with the quarry.
“It’s my job to quell the complaints,” Brim said.
Issues between neighbors, park users and the trucks span decades. In March 1996, the city terminated an agreement with a previous mine operator, Virgil Anderson, because of speed complaints. Wes Norton took it over by May 1996 before selling to Mahar and Jones and putting Brim in charge of operating the quarry in 2004.
Brim said that his company and previous gravel pit operators have played an important role in making the park the destination it is today. Each year, they provide the labor to reduce brush and enhance drainage and road maintenance, including adding some 2,000 tons of rock to the roads each year.
“The park is what it is today because the rock pit is there,” Brim said. “We’ve had a good public-private partnership.”
